Brazil, Venezuela Negotiate on Refinery
Brazilian president Luiz Inacio Lula da Silva says he hopes to strike a deal Wednesday with Venezuela's Hugo Chavez on investment in a Brazilian refinery that will process Venezuelan crude. Negotiators are still discussing Venezuela's stake three years after Silva and Chavez laid the cornerstone for the refinery. Brazil's state-run oil company started construction last year on its own, and Venezuela has yet to contribute any money. The original idea was for Petroleo Brasileiro SA to provide 60 percent of the $4 billion plant's capital, and Petroleos de Venezuela SA to supply 40 percent.
