Guerra goes further to claim that Hecla has not complied with statutory undertakings with regard to social benefits for the people of El Callao, although he also acknowledges that CVG-Minerva also has had to bear some of the responsibility for a string of failures. He adds "interventions are requested to ensure labor stability and social security, additionally to make suggestions on improvements and to make sure that repressive measures are not taken against the workers, as has been custom with foreign corporations."
Rejecting local miners union criticism, Guerra insists that he is not being used by CVG-Minerven president Luis Herrera. He accuses the miners of contributing to "a climate of anxiety" which he insists has been generated by Basic Industries & Mining (Mibam) Minister Rodolfo Sanz while he (Guerra) relies on central government to maintain control over gold resources in the region. He adds that the intervention of some corporations will being more jobs and that the multinationals are simply exploiting the reserves in the shortest possible time and then leaving them regardless of the consequences ... "none of them can see any social function in them exploiting the gold!"
Miners union representative Xavier Alexander claims that Hecla has fired more than 300 workers claiming they were closing down mine operations. Meanwhile El Callo Gold employee Rubi Chirinos says local mine workers are determined not to work with the Russian Agapov Group's Russoro Mining which recently purchased Hecla's mining rights, claiming that the Agapov group already has too many concessions and there is a complete lack of guidelines within the mining industry.
