Interior & Justice (MIJ) Minister, Tarek El Aissami has called on the Vatican to hand over opposition student leader, Nixon Moreno, who was granted political asylum on August 26. The Minister states that Moreno has committed a crime and must face Venezuelan justice. Nixon, who is 33 years old, requested asylum after being charged with frustrated intentional homicide against a police officer and alleged rape against a woman police officer during student demonstrations in Merida several years ago.

National Anti-Drugs Office (ONA) president, Nestor Reverol says he has binned the US State Department report that places Venezuela as one of the main countries in the elaboration and transit of drugs. Reverol contends that USA is using the war on drugs as a political weapon and part of its foreign policy. The ONA chief says Venezuela has drawn up an anti-drugs plan 2008-2013 within the concept of shared responsibility and international cooperation. Venezuela has entered into 50 legal agreements with 37 countries in the world, among whom are France and the United Kingdom. An agreement with Russia will be signed shortly and the only country outside the Pale is the United States. El Aissami points out that there are three fundamental aspects in any signature or agreement with other countries: self-determination of peoples, national sovereignty and a document, which establishes norms and conditions. Both the United Nations and the Organisation of American States (OAS) have recognized the work of Venezuela in the war on drugs and El Aissami reiterates that Venezuela ratifies its commitment to combat the scourge.

As expected the Venezuelan government has replied to the somewhat cynical remarks made by Chilean Foreign Minister, Alejandro Foxley after the emergency meeting of the Union of South American Nations (Unasur). Foreign Minister Nicolas Maduro has called on Foxley to apologize for "unfortunate" and "unjust" declarations made on television. The emergency session dealing with the conflict in Bolivia, Maduro states, has made South America irrupt onto the world geopolitical scene as a really united block committed to the defense of sovereignty, democracy and peace. Foxley's personal remarks against President Chavez could have damaged the process of South American unity at such a crucial time, and that is the reason why the Venezuelan government demands that Foxley reflects, apologizes and rectifies

Addressing government candidates to the state governorship of Tachira and municipalities, President Chavez has once again attacked corruption and squandering. Chavez has made it crystal clear to followers and sympathizers that he will only approve resources for necessary works in local communities and comments that many projects have been planned to dissipate resources, which is considered corruption. The President calls on mayors and state governors to make a proper study of projects that they want to present to the government. "I am beginning a saving campaign because many people believe that there is plenty money to throw around and we have seen excess and waste appear in several areas."

Former Miranda State Governor and opposition leader, Enrique Mendoza has announced his support for the candidacy of Henrique Capriles Radonski, currently Mayor of Baruta (Caracas). Mendoza also announced that rival candidate and former Miranda State Governor, Arnaldo Arocha will not stand in the way of unity. Mendoza calls the opposition "the alternative forces of change" and has promised to rescue the State from corruption, hypocrisy and immorality.

Air Force (FAV) Major Jose Labarca Soto has been arrested in connection with an alleged coup attempt and plans to assassinate President Chavez. Labarca Soto was among the military officers involved in the coup in April 2002 and he deserted in the same year. Other military officers remanded in custody are: Vice Admiral (ret.) Carlos Millan Millan, (GN) General (ret.) Wilfredo Barroso and Lt. Col. Ruperto Chiquinquira Sanchez (FAV). A National Assembly committee is currently investigating the alleged conspiracy and has summoned several key figures for a hearing.

1,500 giroland cattle have been disembarked in Venezuela via Maracaibo port as part of an agreement between Venezuela and Brazil. The cattle are destined for the Socialist development project of Maracaibo's Plains as part of the government's food sovereignty plan. A thousand cattle will be sent to the Zamorian farm la Union run by 140 producers. The hope is that each cow will be able to give 15 liters of milk a day.

President Chavez has met the deputy prime minister of the Russian Federation, Igor Sechin. Both men have agreed to set up a high-level intergovernmental commission on October 16-17 to pursue mutual interests in cooperation, such as energy, shipbuilding, science, education and culture and military affairs.
