We, the undersigned, urge the Venezuelan people to organise themselves into Community Councils in order to wrest political power from the oligarchs; the Venezuelan workers to organise themselves into Workers' Councils in order to seize economic power from the capitalists; and for these Councils to convene a Congress of Councils in order to promulgate reforms to the Venezuelan Constitution that will bring the Bolivarian Socialist Republic of Venezuela into being.
