The major problems are low bankassurance potential, underdeveloped financial infrastructure and a complex bureaucracy. The ratings score for the market structure - the most important component of the assessment of the limits to potential returns - is a very middle of the road 56.3. By Latin American standards, the ratings score for the economy - at 34.4 - is the lowest in the region.
