Bolivian officials are confirming that President Evo Morales and his Venezuelan ally Hugo Chavez have signed a second military pact.
Ministry of Defense spokesman Major Teofilo Medina gave no details Friday but said the leaders had inked the deal while Morales visited Venezuela on Thursday.
State news agencies in both countries say the accord covers «training and logistics» and includes plans for Venezuela to help landlocked Bolivia build a naval academy."
