Patrick J. O'Donoghue's round up of news from Venezuela -- July 1, 2008

Interior & Justice (MIJ) Minister Ramon Rodriguez Chacin has been blowing his horn about the best anti-crime statistics to date pointing to the success of the government's public security plan in Caracas. "Crime has diminished and is giving way because we are fighting against impunity and directly attacking the gangs." Rodriguez Chacin proudly says two days have gone without any homicides in the Petare district, especially considering the fact that the average number of homicides there is six to seven a day. Nationally, the Minister reports, 69 guns have been seized, 534 arrests made and 26 armed groups dismantled. Hitting out at the USA and Europe, the Minister states that the Venezuelan government is very concerned about an increase in drug-taking inside the USA and the increase of cocaine production in Colombia, owing to US intervention.

The president of a Caracas taxi union, Jose Luis Montoya says Minister Rodriguez Chacin should be careful about trumpeting positive results in the war on crime, especially regarding the security plan for taxi and bus owners. One of the things that the Minister should do is not warn criminals where operations will be set up, Montoya insists, nor should he make too much noise about successes. The situation remains difficult, the taxi leader says and it's premature to make a global analysis of the difficult public security situation facing all Venezuelans. One of the Minister's measures is to place police escorts on public services.

Reporting on the meeting of the United Socialist Party of Venezuela (PSUV) national directorate, vice president for the central region and National Assembly deputy, Carlos Escarra says the main theme discussed was corruption in all its aspects. The fight against corruption has been a constant concern to President Chavez ever since he took power, Escarra insists, as he points to the new Controllership General law and national system of fiscal control, as well as the substitution of the patrimony law for that of corruption as signs that the government is serious about confronting the problem and creating a legal framework. The National Assembly, the deputy points out, has attributed political responsibility for corrupt acts to more than 60 people, while the Comptrollership General's Office has established administrative responsibility against 400 persons. Another topic discussed during the meeting was a public insecurity, which, the deputy admits, is a problem that affects all Venezuelans and has forced the government to establish a series of preventive programs to confront the scourge.

Today the national directorate of the PSUV will assemble in the national training and socialist education Institute (INCES) in Caracas with all candidates to mayor's offices and state governorships. The candidates will receive training on what the party expects of them, how the party sees a Socialist municipality, the meaning and implementation of community diagnosis and the setting up of government programs.

Interior & Justice (MIJ) Minister Ramon Rodriguez Chacin says a UN report from the UN published on June 26 shows the Venezuela is one of the first countries in the world with the biggest seizure of drugs. The report highlights, the Minister maintains, that the US is the biggest consumer and Colombia the biggest producer of drugs in the world. Furthermore, seizures of drugs such as marijuana in the US has been dropping constantly. The Minister slams the declarations of former US Ambassador to Venezuela, William Brownfield that the Venezuelan government is backing drug smuggling. Rodriguez Chacin contends that the US wants to maintain its presence in Colombia, so it can support cocaine production since after all, the US consumes 45% of cocaine produced in the world and 31% of marijuana. The report indicates that Colombia produces 600 metric tons of cocaine a year of which 75% is exported via the Pacific Ocean with 66% going to the USA. 18%% leaves the country by Colombia's Caribbean coast and Central America and Europe, which is the second biggest consumer in the world.

President Chavez is currently in Argentina to attend the summit of heads of state of the Southern Cone Economic Zone (Mercosur). Addressing the media on arrival, the President says there is a long way to go before achieving the full independence of Latin American countries but the progressive governments of the last years are marching firmly towards that objective. The President has praised Argentinean President, Christina Fernandez for a show of popular support she received at a mass meeting in the capital. Speaking about Che Guevara, Chavez says Che had an idea of forming a big revolutionary army. "It was a geopolitical plan but those were other times ... today, it is not with guns and rifles ... the time of the people has arrived ... the time of the great masses of peoples."

Minor pro-government party, Patria Para Todos (PPT) has announced that it will support the daughter of Guarico State Governor, Manuel Manuitt as candidate to replace her father. PPT general secretary, Jose Albornoz has declined his candidacy to support Lenny Manuitt, ignoring the United Socialist Party of Venezuela (PSUV) candidate, Willian Lara. The PPT national leadership meeting has decided to support three PSUV candidates: Diosdado Cabello in Miranda, Marcos Diaz Orellana in Merida and Leonardo Salcedo in Tachira. Breaking ranks further, the PPT says it will support Bello Patrizzio in Portuguesa State because she is 12 points ahead of her nearest rival. Manuitt left the PPT to join the PSUV but has been expelled from the latter for opposing the victory of Lara.
