Agriculture & Lands Minister Elias Jaua maintains that in the transition towards Socialism, the model Venezuela is pursuing is one of a mixed economy, which permits private property but articulated and entwined with social property, administered by the State and the People. Speaking about Socialist production at the Che Guevara Camp meeting in Caracas, Jaua argues that Socialism has always encountered problems because it was unable to count on productive apparatus to satisfy the fundamental rights of the population and that is exactly the challenge of 21st Century Socialism. "We must obtain and show that we can produce better not just in quantity but also in quality without destroying the environment or exploiting people." Jaua adds that agriculture has always been a challenge for Socialist revolutions since many have been unable to resolve the problem. Venezuela, he rejoins, has adopted an integral approach to agriculture, including investment in science and technology, national production of seeds, supply of bio-controls and bio- fertilizers, and the recovery of infrastructure, among other things. The camp is organized by the Bolivarian Alternative for the Americas (ALBA) and consists of 300 young people from 13 Latin American and Caribbean countries.

President Chavez has slammed Organization of American States (OAS) secretary of political affairs, Dante Caputo for acting irresponsibly after releasing adverse remarks against the joint Russian-Venezuelan military exercises and Venezuela's relations with Iran. Caputo referred to both policies of the Venezuelan government as irresponsible. Caputo is a " petit Yankee" (pitiyanqui), Chavez proclaims, typical of those who are working to hand Latin America to the US Empire. Caputo, Chavez condemns, seems unconcerned about maneuvers of the US Fourth Fleet in the Caribbean.

The Red de Apoyo por la Justicia y La Paz (RAJP) NGO has returned to work for the government setting up a course in human rights for police officers. This is not the first time the HR group has done this. It was very active in the 90s organizing similar courses. Ombudswoman Gabriela Ramirez has signed an agreement along with RAJP coordinator, Pablo Fernandez. The course targeting ( Caracas) Metropolitan Police (PM) officers will last two years and a best practice code in human rights will be defined by the Ombudsman's Office. A novelty in the new course is the participation of police officers who have already taken the course. Teams of 12 facilitators will be trained to teach 300 PM officers in basic HR principles, while another course will concentrate on training 50 instructors to multiply know-how and technical matters.

A new assignment of machinery and agricultural implements have arrived from Argentina. According to Javier Ramos of the Venezuelan Agrarian Corporation (CVA) Socialist Company, the machinery will be sent to 16 states to complement work on harvesting rice and maize. Ramos says the main object of the government is to provide peasants with the necessary tools and latest technology to stimulate work in the countryside and to elevate quality both in planting and harvesting. In the latest cargo there are six water trucks to support milk production and equipment to provide mechanical assistance.

Communication & Information (Minci) Minister, Andres Izarra says it's a crying shame that opposition private media have ignored a vast popular demonstration in Cumana (Sucre) in support of the United Socialist Party of Venezuela (PSUV) candidate. The Minister chides the opposition media for failing to report on other rallies and political meetings in Carabobo State. Izarra proclaims that the mass rallies are an expression of Chavist support and strength in Venezuela. Sucre State is Chavist, Izarra boasts, and the only reason why it is in the opposition camp is because the current governor betrayed his people.
