President Chavez has responded to the Communist Party of Venezuela (PCV), saying that nationalizing the banks at this moment in time is not part of government strategy. The President states that the government has a plan and a rhythm in its advance towards Socialism. The PCV comes under attack because Chavez insists that he has already hit the oligarchy hard by rescuing Petroleos de Venezuela (PDVSA) and the Central Bank of Venezuela (BCV) from its grasp.

President Chavez announces that international reserves will close this year at $40 billion. The declaration was made after a meeting with Central Bank of Venezuela (BCV) president, Gaston Parra. Chavez has admitted that the drastic fall in oil prices as a result of the world financial crisis could affect Venezuela if it continues for longer.

At a ceremony to hand credits to communal councils, President Chavez has proposed that the private banking sector invest in communal banks. Appealing to the private sector's " social conscience," the President reveals that some banks are already supporting the newly created communal banks run by local communities. If the banks allocate a greater part of the resources next year, Chavez promises, he is ready to enter into an agreement with them whereby they will open up a fund and the government another especially for communal banks. During the ceremony, (Bs. F.) 3 million bolivares were delivered to a thousand new communal banks.

Commenting on receiving a new book from French-Spanish intellectual, Ignacio Ramonet called, " The Crisis of the Century," President Chavez says he has entrusted Culture Minister, Hector Soto to publish the book for free distribution in Venezuela. The President comments that the current world financial crisis was evident some time ago and points out that while many of the biggest banks in the world have disappeared, not one bank in Venezuela has fallen. Chavez calls Ramonet one of the greatest thinkers alive and has thanked him for sending him a special dedication on the front page of his book that Chavez foresaw the collapse of the world financial situation and launched the revolution to offset it.

Speaking at a mass rally in Cojedes State, President Chavez insists that he will be the first to recognize election results anywhere in Venezuela, especially if the opposition win. Chavez has called on all political parties to do the same and accuses the opposition of starting to shout fraud before the elections take place. Chavez also accuses one sector of the opposition continues in its effort to confuse people by using his name and has made it clear that in Cojedes his only candidate is Teodoro Bolivar. In Cojedes, Chavez forecasts, the government will win the state governorship and nine municipalities but he insists that there must be greater coordination with the future state governor to build and strengthen the Socialist system. The President warns about internal infiltration, stating that the bourgeoisie uses the tactic of joining the movement, putting on a red beret and starting to damage the revolution.
